ETS Workshop

The EU emissions trading system (EU ETS), launched by means of the Directive No. 2003/87/EC, is a cornerstone of the European Union's policy to combat climate change and its key tool for reducing industrial greenhouse gas emissions cost-effectively.  As an EU candidate country Serbia undertook a commitment to conform to the EU ETS Directive requirements. Hence the Ministry of Agriculture and Environmental Protection is involved in the twinning project entitled “Creation of a Monitoring, Reporting and Verification System for the Successful Implementation of EU Emissions Trading System”, whereas it was envisaged that the Law on GHG Emissions Reduction and accompanying sub-laws would be adopted by the end of 2015.

In order to have an efficient ETS system it will be necessary to put in place a reliable and accurate monitoring, reporting and verification system. This implies that installation operators are required to monitor and report on their emissions, while a third party (verifier) verifies the validity and accuracy of the submitted reports. Verifiers check the conformance of monitoring with approved monitoring plans, and completeness and reliability of data presented in the annual report on emissions.

Commission Regulation (EU) No. 600/2012 of 21 June 2012 on the verification of greenhouse gas emission reports and tonne-kilometre reports and the accreditation of verifiers pursuant to Directive 2003/87/EC of the European Parliament and of the Council is the key piece of EU legislation specifying the criteria to be met by verifiers to be able to carry out this type of activity.

In order to inform the stakeholders about the Regulation requirements the Ministry of Agriculture and Environmental Protection is organising a workshop (20th February 2015 at 8.30 a.m., Protocol Hall, SIV III, Omladinskih brigade 1, Novi Beograd) as the said requirements are also important for potential verifiers. The workshop aims at providing information about future roles and obligations of both ATS and potential ETS verifiers.

Application deadline is 19th February 2015, whereas the participants are invited to announce their presence to at the following e-mail address: dragana.radulovic@eko.minpolj.gov.rs
